市北高新集团召开2014年度工作会议

2月11日,市北高新集团召开2014年度工作会议。区国资委党委书记项凯出席会议并讲话,集团公司领导、各子公司主要负责人及全体员工参加会议。

会议由集团公司党委副书记张青主持。会上首先由集团公司副总裁涂正刚代表集团党委宣布了2015年度集团公司、股份公司干部聘任的决定,并对2014年度表现突出的集体和个人进行了表彰。随后,15名新进员工在会上进行了自我介绍,5名领导、员工代表作交流发言。
集团公司党委书记、总裁周群对2014年工作进行了总结,并对2015年工作进行了部署。周群在工作报告中指出,2014年大家团结一心、攻坚克难,成效显著。一是适应新常态,园区综合实力显著增强:新引进“法国派丽”和“美国森萨塔”两家跨国公司地区总部,占全区跨国公司地区总部的一半;上缴区级税收14.36亿元,对区级税收的贡献率为20.13%,圆满完成了各项经济指标任务。二是谋划新发展,园区开发建设有序推进:重点完成曾我玻璃、轻工玻璃两家单位的土地收储任务;园区综合配套和楼宇载体建设进度不断加快。三是激发新活力,园区创新氛围逐步形成:新增高新技术企业6家,新增上海市科技小巨人企业 2家,新增上海市双软企业9家,全年财政扶持共涉及企业485家,扶持资金共计1.9亿元;小贷公司、培训中心、健康中心、商务中心、聚能湾孵化器等服务平台发展良好。四是探索新路子,园区管理水平有效提升:紧扣“智能、生态、平安”的标准探索精细化管理的模式。五是发掘新亮点,园区品牌效应日益凸显:主动在资本市场上加大宣传力度,同时注重园区品牌荣誉的实效性。园区还正式跻身国家级生态工业示范园区之列。六是呈现新变化,南通科技城形象显现:开发建设步伐全面提速;招商引资也初见成效;园区服务更是结合与阿里巴巴、上海院士中心、中国船舶工业协会的合作进一步深化和细化。七是公司内控管理有条不紊,后备保障更为坚实:审计室、预算部、行政办公室、财务部等部门对公司运营起到了有力支撑。八是锤炼新作风,园区党建工作成效显著:在开展群众路线教育实践活动、党风廉政建设、团队建设等各方面举措深入,取得了实效进展。周群对当前集团发展面临的形势作了分析:一是面对宏观政策的变化,市北面临的机遇大过挑战;二是面对“四新经济”的发展要求,市北在企业引进和产业投资等方面将谋求更多的自主发展空间;三是面对产城融合带来的挑战,市北将提前做好准备工作以应对日渐复杂的园区管理压力。对于2015年的工作安排,周群希望团队主要聚焦以下六个方面工作:一是牢固树立“爬坡奋进”意识,争当招商引资“排头兵”;二是牢固树立正确发展思路,提高专业服务业“含金量”;三是牢固树立精品建设理念,构筑特色产业载体“新地标”;四是牢固树立联动发展思维,打造品牌输出“示范窗”;五是牢固树立全局市场观念,啃下国企改革“硬骨头”;六是牢固树立党建引领宗旨,扎实耕好党建“责任田”。最后周群也针对团队建设提出了几点要求:一是要在新常态下善于学习和思考,加强高管层、子分公司管理层以及中层干部的学习和交流;二是要学会融通,善于借力,部门之间互相分享和了解;三是要学会情绪管理,提升幸福指数。此外,周群还强调了廉政建设的重要性,希望大家按照规矩从严要求。
集团董事长丁明年围绕集团公司发展前景作了专题报告。丁明年在讲话中指出,市北高新园区依靠能打硬仗的团队和多年积累的品牌影响已经奠定了比较好的发展基础,只要在产业集聚、业态“四新”、产城融合、配套合理、环境优美五个方面不断提升,还将有一个更美好的明天。他同时强调,要想保持市北高新的领先地位,必须要“居安思危”,在三个方面做深入的思考:一是在闸北区“南中北”的格局中,随着中部、南部的崛起,市北如何利用产业把品牌高高树起?二是随着新政策的出台和区政府对市北更高的期待,如何化压力为动力?三是面对上海开发区新一轮的竞争,市北如何定位?丁明年也对公司团队提出了三点要求:第一,要有创新思维,不能墨守成规;第二,要讲规矩、守纪律,每个市北人都要有大局意识,全力维护市北的品牌,并且严守国家法律和公司规章制度;第三要有激情地开展工作,勇于做排头兵,始终保持昂扬的斗志,胜不骄、败不馁,敢于打硬仗。

项凯充分肯定了集团所取得的突出业绩和显著成效。他认为在经济增速放缓、市场需求下降、成本刚性上升的复杂情况下,市北高新集团能够全面完成国资委的考核目标实属不易。尤其是市北团队所表现出的敬业精神、职业精神和较高的职业素养令人钦佩赞赏。他希望市北的广大干部职工,继续保持良好的精神状态,提振精气神、凝聚正能量,在新常态下树立新思维、采取新举措、展现新作为,为服务闸北区的经济发展作出更大贡献。同时他也要求市北能认真总结成功的发展经验,为国资国企改革工作提供有益借鉴和启示,坚定不移、毫不动摇地继续走好、继续探索、继续改革、继续完善国资国企改革的发展道路!

Shibei High-tech Group Held 2014 Annual Working Conference on February 11. The secretary of the Communist Party of China (CPC) of the district State-owned Assets Supervision and Administration Commission (SASAC) Xiangkai attended the meeting and made the speech. The leaders of the group and the main superintendents of each branch as well as all the staff participated in this meeting.
The meeting was hosted by the vice secretary of the Communist Party of China (CPC) of the group Zhangqing. At first, the vice president Tu Zhenggang, representing the group, announced the appointment to the cadres of the group and joint-stock company in 2015 and honored the team and individuals who performed well in 2014. Later, 15 new employees gave self introduction in the meeting, 5 leaders and staff representatives took turns to make statements.
The secretary of the Communist Party of China (CPC) and the president of the group Zhouqun made a summary to the work in 2014 and gave the plan for the work in 2015. He pointed in the working report that, in 2014 we worked together, succeeded in overcoming difficulties and got significant achievement. First, adjust to the new normal to enhance the comprehensive strength of the park significantly: the new-imported regional headquarter of two cross-country corporations “French Parex” and “American Sensata” have accounted for half of the whole district; the tax revenue from the turning-over district was up to 1.423 billion yuan and contributing for 20.13% to the district tax revenue and completed all the economic indicator task. Second, contrive for the new development to orderly push the development and construction of the park: keep purchasing and storing the land of SOGA and Light Glass as the key task; the construction schedule of the comprehensive supporting and carriers of building continues to be fastened. Third, stimulate the new vigor to form the innovative milieu gradually: there are six new high-tech enterprises, 2 new science and technology giants, 9 new software corporations adding to the park with 485 businesses covered in the annual financial support and the supporting fund is up to 190 million yuan; service platforms such as microcredit corporation training center, health center, business center and Junengwan incubator are developing in a better way. Fourth, explore the now way to raise the managing level of park effectively: firmly surround the standard “intelligent, ecologic and safe” managing model which aims at exploring refinement. Fifth, find the new highlight to show the brand effect obviously: enhance the publicity strength actively on the capital market and pay attention to the effectiveness of the honor of the brand at the same time. The park also ascends into the national ecological industrial demonstration park. Sixth, present the new change to demonstrate the image of Nantong Science City seriously: the speed of development and construction has been upgraded; the effect of investment promotion has been much clearer; the service of the park has even been further deepened and refined by cooperating with Alibaba, Shanghai Academician Center and China Shipbuilding Association. Seventh, keep the internal management of the corporation in order and make the reserved guarantee tougher: departments such as internal audit, budget department, executive office and financial department have laid firm foundation to the operation of the parks. Eighth, polish the new working style to promote the effectiveness of Party building work of the park greatly: measures on developing the mass line educational activities, building the honest and clean government and team have achieved significant progress. Zhouqun also analyzed the situation the group facing in the process of development: firstly, confronting the change of macro-policy, Shibei has more opportunities than challenges; secondly, when facing the developing requirement to the “four new economies”, Shibei would find more self-developing space in introducing enterprises and industrial investment; thirdly, when facing the challenges coming with the integration of industrial park and city, Shibei would make preparation ahead of time to deal with the increasingly complex managing pressure. As for the working plan for 2015, Zhouqun hopes that team should focus on the following six aspects: first; firmly establish the “endeavor” awareness and strive for the “pioneer” of the investment promotion; second, firmly establish the correct developing thought to increase the “gold content” of the professional service industry; third, firmly establish the boutique construction thought to build the “new landmark” for the distinctive industrial carrier; four, firmly establish the joint developing thought to create the “demonstration window” for exporting brands; five, firmly establish overall market thought to bite the “hard bone” in the reform of state-owned enterprises; six, firmly establish party guiding principle to cultivate the “responsibility field” of the party construction steadily. Finally, Zhouqun proposed certain requirement to the team building: firstly, learn to be good at studying and thinking and strengthen the learning and communication between senior executive, management of branches and middle-level cadres under the new normal; secondly, learn to circulate and be good at leveraging, each department should learn to share and know each other; thirdly, learn to control the mind and increase the happiness index. Besides, Zhouqun also stressed the importance of the construction of honest and clean government and hoped us could follow the principle and put strict requirement on ourselves.
The president of the group Ding Mingnian made the special report to the developing prospect of the group. He pointed that relying on the team that could fight for the hard-fought battle and the brand influence accumulating for many years, Shibei High-tech Park has laid a comparably ideal developing foundation, if it could make improvement in the industrial cluster, industrial “four news”, integration of industrial park and city, reasonable match and beautiful environment, it would have a far more promising future. He emphasized, at the same time, that if it would like to keep its leading position, it must “think of possible dangers in times of peace” and have aa profound thinking in the following three aspects: first, with the emerging of the middle and south part, how could Shibei make use of industries to put the brand on a high position in “south, middle and north” structure in Zhabei district? Second, with the introduction of new policy and higher expectation from the district government, how could it transfer the pressure into powers? Third, facing the new competition among Shanghai development zone, how could it find its position? Ding also put forward three demands to the team: firstly, it should have creative thinking and not adhere to conventionality; secondly, it should abide by the rule and follow the principles, people in Shibei should build the overall awareness, make effort to safeguard the brand of Shibei and strictly observe the national law and the company’s principles; thirdly, it should perform its work positively, strive to be the pioneers, keep the high morale, neither made dizzy with success, nor discouraged by failure and dare to fight for the hard-fought battle.
Yaokai fully confirm the outstanding achievements and obvious results achieved by the group. He believed that it quiet difficult for Shibei High-tech Group to finish the testing goal of state-owned assets supervision and administration commission under the complicated situation that the economic growth rate is slowing down, the market demand is declining and the cost is rising rigidly. In particular, its professional ethics, spirit and comparably high occupational quality are worth being admired. He hope that officials and staffs in Shibei could continue to keep good spirit, raise vitality, crystallize the positive energy and establish new thought, adopt new measures and show new accomplishment under the new normal to make greater contributions to the economic development that would serve for the Zhabei district. Meanwhile, he demand that Shibei should summarize the successful developing experience carefully, offer useful reference and inspiration to the reform in state-owned enterprises and firmly continue to follow, explore, reform and improve the reform and developing path for state-owned enterprises!
